THEORETICAL PRINCIPLES OF DIGITAL COMPETENCE DEVELOPMENT AMONG CIVIL SERVANTS IN UKRAINE

The article analyses the importance of the formation and development of digital competence for civil servants to provide quality public services to citizens, so they should constantly learn (improve their skills) to use electronic tools to increase their competence, which in turn will improve the quality of public service provision.
In recent years, Ukraine has developed a regulatory framework that allows the transition to electronic document management, which in turn will not only increase the efficiency of government agencies but also accelerate integration into the global space.
Information competence, media skills and others as the main digital skills required for civil servants. This is due to the rapid digitalisation of the economy and the transition from offline to online in the public administration sector.
Modern requirements for the digital competence of civil servants, updated by the introduction of the e-government model, require the formation of a new digital culture among civil servants. This culture will lead to the expansion of powers, thinking and skills.
Digital competence is not only the ability to use smartphones, tablets, computers and other technological devices at work, but also the ability to avoid dangers in the digital space, store confidential data, effectively implement electronic services for citizens and solve problems using digital technologies.
This article also covers the issue of theoretical and applied aspects of the development of digital competence of civil servants in the system of continuing education to take into account the general and individual needs of specialists in professional development and have opportunities for personal development through the use of innovative forms and methods of teaching.
