HUMAN RESOURCES POLICY AS A DRIVING FORCE FOR PUBLIC ADMINISTRATION REFORMS IN THE CONTEXT OF EUROPEAN INTEGRATION

The article provides a comprehensive analysis of the need for deep and systemic reforms that encompass not only the transformation of the institutional structure but also the improvement of the internal organization of central and regional public authorities. In this context, Human Resources (HR) policy emerges as a key element, considered a fundamental factor in ensuring the stability, professionalism, and effectiveness of the civil service, particularly amid the massive challenges posed by armed aggression against Ukraine, socio-economic instability, and the need for national recovery. The study examines the process of developing, transforming, and refining HR policy within the public administration system, with a focus on incorporating the best international practices. Specifically, the experiences of European Union countries – Germany, France, Poland – as well as the United Kingdom, which possess established civil service models based on the principles of openness, transparency, meritocracy, and result orientation – are analyzed. Effective management approaches that can be adapted to Ukrainian realities, taking into account national specifics, legal norms, and the institutional environment, are highlighted. A result-oriented HR policy necessitates the implementation of modern management technologies, including strategic human resource management, the formation of staff motivation systems focused on achieving specific results, the introduction of transparent mechanisms for professional performance evaluation, differentiated approaches to remuneration, and fair, merit-based promotion procedures. The importance of enhancing the quality of administrative service delivery to citizens is emphasized as a key indicator of HR policy effectiveness. In conclusion, the feasibility and necessity of integrating the best foreign practices into the national management system are substantiated, which will facilitate the formation of a professional, competent, and motivated human resources potential. This approach will ensure the high-quality functioning of public authorities, increase the level of citizens' trust in state institutions, and create prerequisites for the sustainable development of Ukraine amidst contemporary challenges, particularly in the post-war period.
