Abstract

The article systematically analyzes the reform of Ukraine’s state communication policy amidst hybrid security challenges and accelerated digital transformation. The study demonstrates that the current Ukrainian model of state communication policy is in a stage of institutional formation and requires systemic renewal. Significant challenges persist, including the fragmentation of strategic communication planning, limited coordination between government bodies, uneven digital competencies among public servants, and insufficient use of digital platforms for two-way interaction with citizens. Meanwhile, international experience – particularly that of the European Union, the Nordic countries, and Estonia – indicates that a comprehensive, value-oriented, and technologically supported approach to communication policy can significantly enhance public administration efficiency and public trust.

Drawing on global best practices, the paper outlines specific pathways for reforming Ukraine’s state communication policy. A primary priority is the formulation of a unified national communication strategy integrated with national security, digital transformation, and open governance policies. Furthermore, the institutional strengthening of the communication function within public authorities is essential; this can be achieved by establishing or reinforcing professional strategic communication units, introducing interagency coordination based on the «whole-of-government» approach, and clearly delineating responsibility for the formulation and implementation of communication decisions. The study also highlights the advisability of systematically enhancing the digital and communication competencies of public servants. Additionally, the reform should provide for the active utilization of digital platforms to engage citizens in policy formulation and evaluation. Finally, developing a system to counter disinformation and improving the population's media literacy is of equal importance. International experience confirms the effectiveness of combining regulatory mechanisms, self-regulation of digital platforms, state communication campaigns, and educational programs aimed at fostering critical thinking and societal information resilience.
