EUROPEAN EXPERIENCE AND PROSPECTS OF DIGITAL TRANSFORMATION OF PUBLIC ADMINISTRATION FOR UKRAINE

Empowering people through digital technologies is the basis of the European Commission’s vision for digital transformation by 2030. The European Digital Transition Strategy «Digital Decade» will establish a governance framework to promote the digitalization of European public administrations and to ensure digital transformation over the next five years. A period that is fundamental to embedding security, sustainability and ethics in a digital European society. Furthermore, Digital Compass 2030 sets clear and concrete goals for digital skills and infrastructure, as well as for the digitalization of business and public services.
The article reveals the main imperatives of strategic management for the digital transformation of public administration in Ukraine by 2030, taking into account the experience of the European countries, in particular Estonia, France, Spain, etc. The author highlights how the Digital Compass in the EU countries embodies the digital transformation of public services in a specific case of public administration and, at the same time, reveals various aspects of digital governance for public administrations in Ukraine, due to the «Dia» portal, «Trembita» system, «eMalyatko» service and new rules for the use of cloud services by public authorities.
The main problems of digital transformation in public administration are identified as the application of the European experience, as follows: digitization of the processes where traditional digital technologies are introduced to improve the efficiency of public data management; e-government, which involves the introduction of digital technologies, especially through the use of the Internet, to improve public administration of the Internet; digital government, where the latest generation of digital technologies, such as: Internet of Digital Technologies, Internet of Things, Artificial Intelligence, predictive analytics, allow to take into account the preferences of users while forming the composition of services provided and procedures related to their receipt; research of the main trends in digitalization of the economy and public administration of Ukraine, taking into account the experience of EU countries.
The author considers the possibility of applying the European monitoring system in Ukraine, which includes the means to realize the vision and identifies key milestones in four main areas. The first two focus on digital capacity in infrastructure, education, and skills, and the other two ones – on the digital transformation of business and public services. The results of the study show that in order to implement such experience in Ukraine after the military reconstruction, the development of a highly efficient digital education ecosystem should be facilitated, as well as effective policies aimed at developing connections and attracting highly qualified public administration professionals.
