Abstract

The article substantiates that there are many studies of the problem of formation of personnel of the defense complex and personnel of the Armed Forces of Ukraine. However, these studies are isolated and analyze different areas of personnel management or personnel management. The main goal of building the potential of the Armed Forces of Ukraine, in particular, ensuring public and national security from external and internal dangers, is highlighted.

The article systematizes scientific approaches to the issue of forming the personnel potential of the Armed Forces of Ukraine in the system of public administration. The analysis gives grounds to note that the scientific literature analyzes the issues of personnel management of the Armed Forces and personnel management in Ukrainian military formations. In addition, current research on this issue has addressed the following. First, research aimed at improving personnel technologies for the formation of human resources of the Armed Forces, especially the formation of human resources management personnel of the Armed Forces of Ukraine. Secondly, scientists draw attention to the importance of the development of personnel management of the Armed Forces, as a set of technologies, mechanisms, methods and tools that form, select and improve human resources in the Armed Forces of Ukraine. Third, the research is devoted to the regulatory and legal mechanisms for personnel management of the Armed Forces of Ukraine, which draws attention to the unregulated personnel technologies that form human resources in the field of the Armed Forces of Ukraine. Fourth, research on the training and education of future specialists of the Armed Forces of Ukraine, especially management personnel. Fifth, research on strategic management in the system of human resources development of the Armed Forces of Ukraine. Sixth, studies on the modernization of Ukraine's Armed Forces system, taking into account international and NATO standards. Seventh, research aimed at analyzing the functions of personnel services (departments) and identifying ways to improve the data of structural units in order to improve the activities for the formation of human resources of the Armed Forces of Ukraine. There are separate studies on determining the effectiveness of personnel services in terms of building effective human resources of the Armed Forces of Ukraine.

У статті систематизовані наукові підходи до питання формування кадрового потенціалу Збройних Сил України в системі публічного управління. Проведений аналіз дає підстави зазначити, що у науковій літературі аналізують питання кадрового менеджменту Збройний Сил та кадрового менеджменту в українських військових формуваннях. Крім того, сучасні дослідження даної проблематики стосувалися наступного. По-перше, дослідження, спрямовані на удосконалення кадрових технологій щодо формування кадрового потенціалу Збройних Сил, особливо формування кадрового потенціалу управлінських кадрів Збройних Сил України. По-друге, науковці звертають увагу на важливість розвитку кадрового менеджменту Збройних Сил, як сукупності технологій, механізмів, методів та інструментів, які формують, відбирають та удосконалюють кадровий потенціал у сфері Збройних Сил України. По-третє, дослідження присвячені нормативно-правовим механізмам забезпечення кадрового менеджменту Збройних Сил України, у яких звертається увага на неврегульованість кадрових технологій, що формують кадровий потенціал у сфері Збройних Сил України. По-четверте, дослідження, присвячені навчанню та освіти майбутніх фахівців Збройних Сил України, особливо управлінських кадрів. По-п’яте, дослідження, присвячені стратегічному управлінню у системі формування кадрового потенціалу Збройних Сил України. По-шосте, дослідження, присвячені модернізації системи Збройних Сил України з урахуванням міжнародних стандартів та стандартів, встановлених НАТО. По-сьоме, дослідження, спрямовані на аналіз функцій служб (відділів) персоналу та виокремлення шляхів удосконалення даних структурних підрозділів з метою удосконалення діяльності щодо формування кадрового потенціалу Збройних Сил України. Окремо стоять дослідження щодо визначення показників ефективності діяльності служб персоналу в частині формування ефективного кадрового потенціалу Збройних Сил України.
