Abstract

The article explores the theoretical, methodological, and applied aspects of developing
effective mechanisms of interaction between state authorities and civil society institutions in the context of
Ukraine’s integration into the shared European humanitarian space. It is argued that the current stage of
state-building requires a transition from a hierarchical governance model to network-based partnerships
and multilevel dialogue between government structures and the public sector. The author analyzes the
structure and specifics of the European humanitarian space, defining it as a multidimensional
environment founded on the shared values of democracy, the rule of law, human rights protection, cultural
identity, and social solidarity. The paper provides a detailed characterization of organizational, legal,
informational, financial, and economic mechanisms of public administration that facilitate the involvement
of non-governmental organizations in the design, monitoring, and implementation of humanitarian policy.
Special attention is paid to the analysis of successful European practices (particularly the experience of
EU countries regarding the functioning of public advisory councils, e-democracy tools, and collaborative
humanitarian projects) and the potential for their adaptation within the Ukrainian context. The study
identifies key disruptive factors and systemic barriers that hinder effective cooperation between the
government and the community in Ukraine. Based on the analysis, a comprehensive system of
recommendations has been formulated for public authorities to modernize existing interaction tools. The
practical significance of the findings lies in the possibility of their application to improve the regulatory
framework and strategic programs in the field of European integration and civil society development.
