CONCEPTUAL APPROACHES TO PROCESS-ORIENTED MANAGEMENT OF THE DEVELOPMENT OF THE NETWORK OF SPORTS FACILITIES AT THE LEVEL OF TERRITORIAL COMMUNITIES OF LOCAL SELF-GOVERNMENT

Abstract

The article substantiates the need to transition from outdated functional models to
process-oriented management of the development of a network of sports facilities at the level of local selfgovernment in Ukraine. The current state of management in the industry is analyzed, where procedural
dysfunctions, duplication of powers and low coordination between municipal units are identified. Particular
attention is paid to the decomposition of the activities of local authorities into clear business processes:
from strategic design and investment attraction to capital construction and operation of facilities under
budgetary constraints. It is emphasized that the current stage of development of territorial communities in
Ukraine requires a radical revision of approaches to the management of municipal assets, among which
the network of sports facilities occupies one of the key places for ensuring the socio-economic
reproduction of human capital.
The traditional functional management model, which still dominates local government bodies,
demonstrates low efficiency in conditions of severe shortage of budget resources, security challenges of
martial law, and European integration processes. The tools for reengineering management procedures
based on the implementation of problem-oriented digitalization and integration of modern platform
solutions were investigated. It was determined that the key mechanism for the financial sustainability of
projects should be the use of public-private partnership models based on the assessment of the full life
cycle of structures.
An author’s system of key performance indicators (KPI) was proposed for the operational
assessment of management processes, which ensures the transparency of decisions and optimization of
costs for maintaining the management apparatus. It was substantiated that the practical significance of
the study lies in the development of specific recommendations for local governments regarding the
restructuring of sports asset management systems. It was proven that the transition to process rails will
minimize time losses, increase the institutional capacity of communities and adapt the sports network to
crisis challenges. The formulated conclusions can be used in the preparation of local economic
development programs and in further scientific developments in the management of infrastructure
projects.
