PUBLIC-PRIVATE PARTNERSHIP AS A TOOL FOR MODERNIZING MECHANISMS OF PUBLIC MANAGEMENT OF DIGITAL TRANSFORMATION OF EDUCATION IN TERRITORIAL COMMUNITIES

In the modern conditions of the development of the digital economy and the transformation of the public administration system, the modernization of the management mechanisms of the educational sphere at the level of territorial communities is of particular importance. The digital transformation of education involves the introduction of information and communication technologies, digital learning platforms, innovative educational services and the modernization of educational infrastructure. At the same time, the limited financial resources of local self-government bodies, the insufficient level of technological support of educational institutions, and the need for quick implementation of innovations actualize the search for effective tools for managing these processes.
One such tool is a public-private partnership, which ensures the pooling of resources from the State, territorial communities, and the private sector for the implementation of innovation and investment projects in the field of education. The use of public-private partnership mechanisms contributes to the modernization of the educational infrastructure, the development of digital educational platforms, the introduction of distance and blended learning technologies, and the increase in the efficiency of managing educational processes at the local level.
The article examines the role of public-private partnership as a tool for modernizing the mechanisms of public management of the digital transformation of education in territorial communities. The directions of application of partner models in the development of digital educational infrastructure, the implementation of innovative technologies, and the formation of a modern digital educational environment are analyzed. The advantages of using partner mechanisms in providing investment support for the digitalization of education, increasing the efficiency of management of educational resources, and stimulating the innovative development of territorial communities have been determined.
The need to improve the institutional, organizational and economic mechanisms of public management of the digital transformation of education based on the development of public-private partnership is substantiated.
