CONCEPTUAL ASPECTS OF REFORMING THE ACTIVITIES OF THE STATE BORDER SERVICE OF UKRAINE

Abstract

The article substantiates the conceptual aspects of reforming the activities of the State Border Service of Ukraine. Reforming the activities of the State Border Service of Ukraine is due to a combination of external challenges and internal needs for modernization, which requires reformatting the strategic tasks, organizational forms and resource provision of the service. The prolonged armed aggression of the Russian Federation, the transformation of cross-border risks (growth of hybrid operations, smuggling, illegal migration and terrorist threats) create a situation in which traditional approaches to border protection are insufficient and require integrated defense and civil solutions taking into account the prospects of integration into Euro-Atlantic structures.

The reform of the State Border Service of Ukraine is of a comprehensive and systemic nature, as it is aimed simultaneously at the organizational, technological and personnel rethinking of the border security model. The central drivers of change are: reorientation to European and Euro-Atlantic management standards, which ensures strategic compatibility and high efficiency of interaction with international partners; digitalization of border processes, which reduces corruption risks and increases the speed and accuracy of decisions; formation of professional personnel capable of operating in conditions of hybrid threats and complex communication tasks; strengthening of the defense component of the service, which becomes critical in conditions of war.

The consequences of implementing the proposed areas of reform are expected to be multidimensional: increasing the operational capacity and resilience of borders, better integration into international security systems, reducing vulnerability to hybrid threats, and increasing public trust in border institutions. However, achieving these results depends on the consistency of legislative initiatives, transparent financing, targeted investments in human capital and technology, as well as on the state's ability to ensure democratic control and accountability during the transformation period.
