STRATEGIC PLANNING OF STATE SOCIO-ECONOMIC POLICY DURING THE PERIOD OF POST-WAR DEVELOPMENT IN UKRAINE

Abstract

The article provides a systematic analysis of strategic planning of state socio-economic policy during the period of post-war development in Ukraine. The author notes that strategic planning of state socio-economic policy during the period of post-war development of Ukraine appears as a key tool for ensuring the restoration, modernization and long-term sustainability of the socio-economic system. It is not only about the restoration of destroyed infrastructure, but also about the formation of new approaches to development that take into account global trends, European integration and internal social needs. The article substantiates that strategic planning of state socio-economic policy during the period of post-war development in Ukraine has a multi-level and phased structure. The first stage is the diagnostic stage (assessment of needs and resources). The second stage is the definition of strategic goals and priorities. The third stage is the development of scenarios and the choice of a development model. The fourth stage is the formation of program-target documents. The fifth stage is institutionalization and coordination. The sixth stage is the implementation of programs and policies. The seventh stage is monitoring, evaluation and adjustment. The stages of strategic planning form a holistic system that combines analytics, goal setting, regulatory and institutional framework, financial and partnership support, practical implementation and control. Their sequence reflects the logic of movement from diagnostics to results, and their interconnectedness ensures the continuity of the process and its adaptability in the dynamic conditions of post-war development. Thus, strategic planning of state socio-economic policy in Ukraine during the period of post-war reconstruction is not only a technical management tool, but also a conceptual framework for the formation of a new social contract between the state, society and international partners. It should be based on the values ​​of sustainable development, take into account the interests of vulnerable groups of the population and at the same time create conditions for modernization of the economy, which will ultimately ensure not only recovery, but also long-term competitiveness of Ukraine at the global level.
