REFORMING THE NATIONAL STANDARDIZATION SYSTEM OF UKRAINE IN THE CONTEXT OF EUROPEAN INTEGRATION: DEVELOPMENT DYNAMICS AND PROSPECTS

Abstract

This article provides a comprehensive analysis of the reform process of the national standardization system of Ukraine in the context of the introduction of the Agreement on Association with the European Union. This article reflects regulatory, organizational, and institutional changes that promote the harmonization of technical regulation with EU law and takes into account the key implications for the adaptation of European standards, directives, and validity assessment procedures. The paper addresses the need to ensure transparency in the field of technical regulation, the implementation of harmonized standards, and the implementation of the European model of the New Legislative Framework (NLF), which is important for ensuring unemployment. The article also examines the products and composition of procedures and reviews. The remaining scientific research in the field of spherical standardization, technical regulation and public administration is analyzed, emphasizing the interdisciplinary nature of the problems and their significance for Ukraine's economic integration into the EU. In particular, Ukraine's participation in ISO, IEC, CEN, CENELEC and ETSI is envisaged, confirming its inclusion in the international standardization system. Mechanisms for adopting European standards as national ones (DSTU EN), procedures for formalizing old GOSTs, and the role of the State Enterprise "Ukrainian Research and Training Center for Standardization, Certification and Quality" as the national organic standardization agency were adopted. The article emphasizes the practical importance of harmonizing standards for Ukrainian manufacturers, eliminating the need to ensure precise technical specifications and facilitating access to products on the EU market. In this context, the importance of Ukraine's preparation for the development of the ACAA Agreement ("industrial visa-free travel") is taken into account. The conclusions emphasize that reforming the standardization system is not only a technical but also an administrative, as well as a global economic and legal transformation. The transition to DSTU EN ensures unemployment without products, the reduction of technical barriers to trade, a decrease in the competitiveness of the Ukrainian economy, and integration into the EU internal market. Prospects include additional permission to transfer documents to CEN/CENELEC, digitalization of standards, increased business participation in standardization, and the subsequent completion of the dismantling of the Radian regulatory system.
