Abstract

The article examines transformations in the provision of administrative services in Ukraine through the prism of digitalization and new technologies. The article considers the prospects for modernizing the system of electronic administrative services through the introduction of intelligent assistants. Foreign examples of successful application of artificial intelligence in Estonia and Saudi Arabia are analyzed, which demonstrate the possibilities of automating processes, simplifying access to information, reducing the burden on state institutions, and increasing user satisfaction. Special attention is paid to the issue of registering an individual entrepreneur through the «Diya» portal, in particular, errors that arise due to the lack of consultations, the complexity of choosing a code for the type of economic activity, and the taxation system. The authors note that the digitalization of administrative services is critically important for ensuring citizens’ access to public services. The introduction of electronic services in Ukraine has significantly improved the quality of interaction between the state and citizens, but significant problems remain related to the complexity of using services and the lack of personalized support. The problem of registering individual entrepreneurs through the «Diya» portal is a prime example of typical difficulties faced by users of electronic administrative services, including legal and technical ones. The authors recommended: introducing intelligent assistants in the field of electronic administrative services that will provide personalized advice, help with filling out forms, and automate routine processes; integrating AI assistants with state registers to ensure correct auto-filling of documents, data verification, and reducing the number of errors when submitting applications; conducting constant analysis of user behavior using AI systems to improve interfaces and identify problematic stages in the provision of services. The implementation of these recommendations will contribute to improving the quality of electronic services, reducing the administrative burden, and forming an effective and service-oriented state.
