THEORETICAL PRINCIPLES OF THE DEVELOPMENT OF PARTNERSHIP BETWEEN OPINION LEADERS AND PUBLIC ADMINISTRATION BODIES

The article summarizes and substantiates the theoretical principles of the development of partnerships between opinion leaders and public administration bodies. The author notes that the development of a partnership between opinion leaders and public administration bodies is a complex, dynamic process of establishing and improving interaction between informal authorities of civil society and formal institutions of state power in order to achieve socially important goals. This partnership involves the coordination of interests, coordination of efforts, mutual exchange of knowledge, resources, and influence, as well as joint participation in the formation, implementation, monitoring, and evaluation of public policy. This aspect of cooperation and communication between public administration bodies and civil society has been little studied. The development of a partnership between opinion leaders and public administration bodies is impossible without the purposeful formation of a favorable regulatory and legal environment that provides real conditions for involving these informal leaders in decision-making processes. The second important aspect of the development of a partnership between opinion leaders and public administration bodies is the formation of trust between the parties, which is a key condition for stable, effective, and long-term interaction. The third important aspect of the development of a partnership between opinion leaders and public administration bodies is the creation of effective communication channels that ensure constant, transparent, and mutual exchange of information, ideas, positions, and visions of strategic development. The development of partnership also has a practical dimension: opinion leaders can act as mediators between the authorities and the public, help disseminate information about reforms, act as defenders of the interests of individual groups, increase trust in authorities in crisis situations, and form support for socially important changes. On the part of the authorities, this requires a willingness to delegate some of the public influence, acceptance of constructive criticism, readiness for learning, and self-reflection.
