STATE POLICY ON REGULATION OF THE CIRCULATION OF MUSIC AND LITERARY PRODUCTS IN THE CONTEXT OF NATIONAL SECURITY

The study examines various aspects of state policy regarding the control and regulation of musical and literary productions in view of their potential impact on national security. In particular, attention is paid to the measures taken by the government from 2014 to the present. In general, the author noted that the government is taking steps to secure the public space from the Russian narrative. At the same time, it is emphasized that the existing legislation has certain shortcomings and creates loopholes for the further distribution of Russian products in our country.
It is noted that for a long time in Ukraine, there was a distribution of Russian-language musical content and the creation of a feeling of inferiority among Ukrainian performers. The author points out that after 2014, the majority of Russian performers supported the annexation of Crimea and part of the territory of Donbas, which led to the need to reduce the output of the aggressor state in the Ukrainian public space. The law on quotas for Ukrainian-language content in the media, which helped to partially limit the influence of Russian music, was analyzed. However, the article emphasizes that the quotas did not lead to significant changes in the market but became an important precedent in the struggle for national security. It is noted that after the full-scale invasion, regulations were adopted that established a ban on the public performance of musical works created by performers who are or were citizens of the aggressor state, which is a significant step in the fight against Russian cultural expansion. It is indicated that despite the general positive perception of the law, some loopholes remain in it, which can be used to circumvent its provisions. The relevant policy of the government regarding Russian-language literary products has been analyzed, according to which bans on official sales are currently implemented, but the government does not control the issue of private sales, the import of private luggage from EU countries, which leads to the possible spread of fake information about the war of the aggressor state.
The author comes to the conclusion that the legislative measures adopted by Ukraine are aimed at reducing the influence of Russian cultural products and strengthening national security, however, in order to effectively protect the national security of Ukraine from Russian informational influence, further improvement of the mechanisms of control and implementation of laws is necessary.
