GENESIS OF A UNIFIED MEDICAL SPACE IN THE CONDITIONS OF TRANSFORMATION OF THE SAFETY ENVIRONMENT OF UKRAINE

The healthcare sector in modern conditions is a complex phenomenon that combines processes of an institutional, organizational, financial, economic, regulatory and legal, socio-cultural, and scientific nature. With the ongoing transformation of this sphere, there is a need to improve management processes by introducing adaptive management with rational access to resources of various forms of ownership, which has led to the need to create a single medical space and an ongoing discussion on the definition of such an organizational and functional phenomenon. The article establishes that public health, having a triune biopsychosocial character, can be considered as a core component of the population potential of society (and any specific community), which is in functional interconnection with other structures of the social system (social production, the system of distribution of goods, and social inequality, power, culture, and information). The authors determined that the problem of the functioning of a single medical space in conditions of martial law can be solved by reforming the medical care system, and creating a system of modern information support for healthcare under martial law.
The authors have identified the main directions of public administration for the creation and functioning of a single medical space in Ukraine, which will contribute to ensuring the implementation of the human right to health, namely: political leadership and development of strategies in the healthcare sector; development of a general plan for the functioning of healthcare institutions and coordination of their activities; implementation of uniform standards for the provision of medical services; licensing of medical activities; control over the development and implementation of national programs for financing the provision of medical services; control and supervision of all types of activities related to healthcare, including the procurement of services; ensuring transparency and protection of information in the healthcare sector.
The study confirmed the need to approve the directions of public administration for the creation and functioning of a single medical space in Ukraine, which will contribute to ensuring the implementation of the human right to health. It is determined that under the legal regime of martial law, state authorities may take emergency measures to ensure the protection of the life and health of citizens.
