TRAINING OF HUMAN RESOURCE MANAGERS FOR HEALTHCARE SYSTEM MANAGEMENT

The article carries out a systematic analysis of the training of human resource managers for the management of the health care system and draws attention to the fact that the health care industry in Ukraine is one of the most prioritized, especially in the conditions of armed conflict and the problems and consequences that accompany it. Indicators of the level of development of medicine in general and the health sector, in particular, are among a number of priority indicators of the country's sustainable development. In the context of the current economic, social and political situation, taking into account all the consequences and challenges of Russia's full-scale invasion of Ukraine, the health sector is one of those that requires priority support, timely response to changes in the situation in regions where hostilities are taking place, where the medical infrastructure (hospitals, clinics, outpatient clinics, maternity hospitals) has been seriously damaged, support for regions that have become a temporary shelter for millions of internally displaced persons, circumstances that complicate the continuation of the initiated reform. It is not only about limited resources, but also about constant monitoring of needs, special skills and abilities that a modern manager of the medical industry, those who have contact with humanitarian aid, cooperation with partners, international donors, must possess in order to correctly distribute resources, taking into account the needs of war victims, people returning from abroad to their homes and trying to reintegrate into their communities or into others in Ukraine. It is about effective modern management and a change in the management paradigm, the formation of a personnel reserve for the industry, the development and implementation of training and retraining programs, advanced training, internships in accordance with the needs of the time. This requires a conceptual approach to personnel policy in the field of health care. One of the important ways to improve it is to introduce innovative approaches and form an information system, develop clear mechanisms for collecting, accumulating, storing, and using information in compliance with the norms of current legislation on the protection of personal data.
