RESILIENCE AS A DEFINING CHARACTERISTIC OF CRISIS MANAGEMENT IN OVERCOMING VULNERABILITIES OF SOCIO-ECONOMIC SYSTEMS

The article analyzes resilience as a defining characteristic of crisis management in overcoming vulnerabilities of socio-economic systems. Currently, the complex problem of forming an integrated system of crisis management and resilience in overcoming vulnerabilities of socio-economic systems under transformational conditions and hybrid threats is being actualized. Various aspects of resilience of socio-economic systems are studied as a category of integrated crisis management and comprehensive security, which consists in forming the ability of the system, institutions, infrastructure and communities to anticipate and respond to risks, emergency events, limit and cope with their consequences, recover, adapt, reorganize, learn from experience, and take into account the course of changes. Generalized approaches to determining the category of resilience in relation to modeling socio-economic systems regardless of the level of implementation of functions. It has been determined that ensuring the stability of a socio-economic system consists, firstly, in ensuring the predictability of processes in the external environment, given that the effectiveness of its activities is reflected precisely in the interaction with the subjects of the external environment of the system, and secondly, in the formation of appropriate mechanisms for its management by the subjects that determine the goals of its functioning and development. The author's vision is proposed for assessing the level of resilience of the socio-economic system. The article substantiates that in order to implement the concept of an integrated crisis management system, it is necessary to determine not only the critically necessary administrative and technological processes that must be provided under any conditions of the functioning of the socio-economic system in order to ensure the stability of the organization, but also to invent and implement innovative approaches aimed at the active formation of such an ecosystem, such an environment that will be built on the basis of constructing new principles, technologies and solutions for comprehensive security, which will contribute to the formation of fundamentally new models of social relations under transformational conditions and hybrid threats.
