STRATEGIC PLANNING OF DIGITAL DEVELOPMENT: A SUBSTANTIVE EVALUATION OF UKRAINE’S ELECTRONIC COMMUNICATIONS STRATEGY TO 2030

This article provides a systematic analysis of the substantive component of the draft Strategy for the Development of Electronic Communications in Ukraine until 2030. The study is conducted from the perspective of modern strategic planning in the context of accelerated digital transformation, which is a key factor in the development of the state and society in the 21st century. The internal logic of the document is examined within the context of the interrelationship between strategic goals, sub-goals, and implementation directions. The relevance of identified problems and the justification of proposed solutions are analyzed, forming the foundation for the effective implementation of the Strategy.
Particular attention is paid to the compliance of the strategic document with international approaches and best practices. Specifically, a comparative analysis is performed with key framework programs such as the EU Digital Decade, which sets ambitious goals for the European Union in digital development, and the OECD RBM Framework (Results-Based Management Framework), which establishes standards for effective public administration. This has allowed for the identification of potential areas to strengthen the Strategy's impact on social integration and institutional capacity.
Based on the results of the analysis, specific recommendations are formulated, aimed at improving the Strategy's indicative system, which will enable more precise measurement of progress and effectiveness of its implementation. Approaches for substantive detailing are proposed for a better understanding of baseline conditions and justification of priorities. A key aspect of the recommendations is the need to integrate the social dimension into digital policy, which includes considering the needs of all segments of the population, ensuring inclusivity, and bridging the digital divide.
The article was prepared within the scope of research into the mechanisms of digital transformations in the field of public administration in Ukraine, which determines its practical value and contribution to the development of effective public policy.
