ORGANIZATIONAL AND LEGAL PRINCIPLES OF PUBLIC ADMINISTRATION IN UKRAINE: PROBLEMS AND PROSPECTS

Abstract

The article proves that the key element of the complex process of reforming legal, economic, and administrative relations is ensuring effective public administration at all levels of government. The purpose of the article is to identify the problems and prospects for the development of public administration for further European integration and the implementation of the strategy for reforming public administration in Ukraine. The tools of public administration (normative acts, individual acts, administrative acts, administrative contracts, administrative procedure, administrative services) are highlighted. The factors on which the effectiveness of the concept of public administration depends are determined. The legal and organizational foundations of providing public administration bodies are studied. The regulatory and legal acts that form the basis of information support for public administration bodies at the regional level are highlighted. Key elements of the system of administrative service provision in Ukraine have been identified (subjects of administrative service provision, administrative service provision centers, electronic services and platforms, administrative registers and databases, legislative regulation, financing, and control mechanism). Key achievements in the field of public administration in the context of European integration have been summarized. Based on the study of external and internal factors, problems in the development of public administration have been identified: uneven access to services, low level of physical accessibility of administrative service provision centers, bureaucratic obstacles, and data security. Solving these problems will ensure equal access to quality services for all citizens, achieve high standards of e-governance, and ensure a high level of public administration in the context of European integration.
