FORMATION OF THE STATE INFORMATION POLICY OF UKRAINE IN THE CONTEXT OF HYBRID WARFARE

The article provides a systematic analysis of the formation and development of the state information policy of Ukraine in the conditions of hybrid war. In the conditions of hybrid war and the full-scale invasion of the Russian Federation in Ukraine, the formation of the state information policy has acquired particularly urgent importance. The global transformations of our era contribute to the intensification of geopolitical competition between the leading world players and lay the foundation for large-scale geocultural changes. It is necessary to formulate and define the problems of information policy because, today, the regulatory and legal documents that regulate the process of national information policy are anachronistic. The authors analyzed the legal support of the state information policy, namely, the Laws of Ukraine’s «On Information, » «On Access to Public Information, » and others.
The priorities of state policy in the information sphere are: 1) ensuring information security; 2) ensuring the development of the information space of Ukraine and the constitutional right of citizens to information; 3) openness and transparency of the state for its citizens; 4) creating a positive international image of Ukraine.
The main directions and methods of national information policy are ensuring citizens' access to information; creating national information systems and networks; strengthening the material, technical, financial, organizational, legal, and scientific basis of information activities; ensuring the effective use of information; promoting the constant updating of national information resources, enriching, preserving and creating a general information protection system; promoting international cooperation in the information sphere to protect the information sovereignty of Ukraine; promoting the satisfaction of the information needs of Ukrainians abroad. The article presents the main methods of Russian information aggression against Ukraine, including disinformation, propaganda, diversification of public opinion, psychological and psychotropic pressure, and spreading rumors. After all, in the conditions of hybrid war, information policy becomes a significant issue – as an effective tool for the functioning of the information society, a priority direction of domestic and foreign policy.
