DIGITAL PLATFORMS FOR PUBLIC SERVICE DELIVERY: EXPERIENCE OF UKRAINE AND THE WORLD

The article examines the role of digital platforms in the provision of public services, in particular, analyzes the experience of Ukraine and leading countries in their implementation. The main focus is on the Ukrainian platform “Diia” as an example of successful digital transformation in the public sector. The advantages of using digital platforms to ensure fast, transparent and accessible public services are described. The challenges and risks, such as personal data protection and cybersecurity, associated with the introduction of digital technologies are also discussed. The article provides a comparative analysis of various platforms operating in Europe and other countries and outlines prospects for their further development. In particular, the article highlights how digital platforms help to simplify administrative processes, reduce bureaucratic barriers and increase the efficiency of interaction between citizens and public authorities. The article also analyzes key factors that influence the success of digital solutions, such as infrastructure readiness, legal framework, and the level of digital literacy of the population. The study of digital platforms for public service delivery emphasizes the importance of further development of digital platforms as a tool for modernizing public services and strengthening public trust in government. Ukraine's experience in the development and implementation of the Diya platform shows that digitalization can significantly simplify administrative processes, reduce bureaucratic barriers and increase the availability of public services. Examples from other countries, such as Estonia and the UK, are showing success in integrating digital technologies such as blockchain and artificial intelligence to improve security and usability. The success of the implementation of digital platforms depends on three key factors: infrastructure readiness, the legal framework and the level of digital literacy of the population. Countries that pay attention to these aspects can expect the further development of digital solutions, which will contribute to economic growth and increase the standard of living of citizens.
