MODERN SYSTEM AND STRUCTURE OF STATE CONTROL IN THE FIELD OF HEALTHCARE

The paper examines the system and structure of state control in health care. The administrative-legal and institutional aspects of state control in medical care are considered. It was determined that the provision of adequate guarantees for the realization of citizens' rights in the health care field is one of the main vectors of state policy, which is implemented as part of the professional activities of various institutes of state control. The particular importance of this component of state policy is due primarily to macroeconomic reasons that have formed a steady trend of decreasing the number of the active working population.
It was found that the main subject of state control in modern Ukrainian health care is, on the one hand, the safety of medical activity and, on the other - the quality of medical care.
Thus, the peculiarities of the implementation of state control in the field of health care, provided for by the legislation on health care and carried out in the conditions of modern Ukrainian everyday life, are due, on the one hand, to omissions in the administrative and legal regulation of the relevant sphere of administrative relations, and on the other – to duplication of these norms within the framework of the legal field of activities of supervisory bodies, as well as the powers of institutions that carry out control.
It is believed that such a provision contributed to the predominance of formalized, bureaucratic principles of medical activities for the protection of the health of the civilian population, which were expressed, firstly, in the low quality of mandatory medical examinations, secondly, in the deterioration of the general state of health of the able-bodied population, which carries out professional activities in various spheres of social employment, and thirdly, in the increase of financial and material state expenses in connection with the need for social payments provided by the content of the national policy implemented in the field of social insurance. It was determined that the solution to these problems is fundamental, due to the particular importance of the organization and provision of medical assistance to the civilian population in Ukraine.
