THE USE OF ENERGY-SAVING TECHNOLOGIES AS A MECHANISM FOR INCREASING THE LEVEL OF ECONOMIC SECURITY IN UKRAINIAN CITIES

Abstract

The article highlights the peculiarities of the use of energy-saving technologies as a mechanism for increasing the level of economic security in Ukrainian cities. The author determines that one of the priority directions of the system of promoting economic growth and strengthening the economic security of the Ukrainian economy is to increase energy saving. It is found that the efficiency of energy-saving technologies is a prerequisite for the growth of technological potential of production and competitiveness of products, so most of these technologies used today are aimed at reducing their environmental impact. The study notes that energy security as one of the most important components of economic security is manifested, firstly, as the state of the country’s provision with fuel and energy resources that ensure its full-fledged life, and secondly, as the state of security of the energy complex, which should ensure the normal functioning of the country.

The features of the development and implementation of the National Energy Efficiency Action Plan until 2030 are considered. The peculiarities of creation and prospects of the State Fund for Decarbonization and Energy Efficient Transformation are highlighted. Attention is drawn to the importance of developing and implementing the National Decarbonization Platform. The author highlights the key aspects of the program for the use of energy-saving technologies, which will act as a mechanism for increasing the level of economic security in Ukrainian cities, in particular, the purpose, measures for implementing the program, the main tasks, the features of the program implementation, the tools for implementing the program and the prospects for its implementation are highlighted. It is noted that the implementation of the program for the use of energy-saving technologies should be ensured through: State budgetary support; funds of regional and city budgets; funding from grants and technical assistance of international financial institutions and funds; funding of international energy saving programs; funding of national programs of the Cabinet of Ministers of Ukraine and relevant ministries; funds of sponsors and private investment funds; other funding not prohibited by the current legislation of Ukraine.
