IMPROVEMENT OF THE STATE-ADMINISTRATIVE MECHANISM OF HEALTH CARE UNDER MARTIAL LAW

Abstract

The article highlights the peculiarities of improving the public administration mechanism of health care under martial law. It is found that in order to maintain health care at the proper level under martial law, public authorities have developed and implemented a number of measures to ensure the continuity of services, especially at the primary level. It has been determined that an important step in public administration support for health care at the beginning of the period of full-scale invasion of Ukraine by the aggressor country was the change in the terms of payment under contracts with the National Health Service of Ukraine. It has been established that the basis for improving the public administration mechanism of health care under martial law is based on: 1) the introduction of the package "Preparedness and provision of medical care to the population located in the territory where hostilities are taking place" for institutions that were in the area of hostilities at the time of submission of the proposal; 2) supplementing the Medical Guarantees Program with new packages of medical services, in particular, the package "Support and treatment of adults and children with mental disorders at the primary level of medical care" and the package "Comprehensive rehabilitation care for adults and children in inpatient settings"; 3) to regulate the issue of providing rehabilitation means to persons undergoing rehabilitation in medical institutions without long waiting times; 4) to take the first steps in reorganizing the hospital network, which will allow forming a network of competent health care institutions in Ukraine; 5) to regulate the mechanisms for creating an effective public health system in Ukraine, which will contribute to improving public health, preventing diseases and increasing life expectancy; 6) to adopt the Law of Ukraine "On Medicines"; 7) to adopt priority programs for the development of health care in Ukraine. It is noted that public administration of health care under martial law should include the creation of a new ideology of health care in Ukraine, development of optimal methods and means of organizing health care and its improvement at the national, regional and local levels, as well as the formation of a healthy lifestyle, medical and social prevention and rehabilitation.
