THEORETICAL ASPECTS OF THE FORMATION OF PUBLIC MANAGEMENT MECHANISMS OF THE HEALTH CARE SYSTEM IN THE USA AND GREAT BRITAIN

The article analyzes the theoretical aspects of the formation of mechanisms of public management of the health care system in the USA and Great Britain.
The author states that health is an indicator of the level, image and quality of people’s lives, and in this capacity is most closely related to the goals of developing human potential. Public health, like the health of every citizen, is a strategic goal of the state, a condition of its national security. It is also a necessary condition for maintaining a healthy labor potential of the country, a criterion for the effectiveness of public administration.
Having analyzed the state-management, legal and organizational support of the mechanisms of public management of the health care system in the USA and Great Britain, we can state that the free provision of all types and in any amount of medical care for citizens is an unattainable dream, in general. Because even highly developed countries cannot afford the luxury of providing completely free medical services.
At the same time, it should be noted that the analysis of global trends in the development and reform of the health care system shows that there is no ideal model of the health care system in the world. Therefore, in order to organize an effective public health care system, it is necessary to adopt the experience of developed countries on the basis of state regulation of the health care system, taking into account various trends of the market economy.
The experience of these countries should be considered relevant from the point of view of forming a strategy for the development of health insurance in Ukraine: defining the mission, goals of long-term development and improving the institutional and organizational environment of Ukraine, within the framework of international cooperation. The experience of functioning of health care systems of European countries is also very useful for Ukraine and can be applied after its appropriate adaptation to Ukrainian realities. This requires strategic planning for the development of mechanisms for public management of the healthcare system in Ukraine, including family medicine, taking into account international experience and analysis of the results of its implementation in pilot projects in specific territories.
