The article examines the mechanisms for ensuring the implementation of innovative
technologies in the public administration of the agricultural sector in the European Union countries. It
analyzes contemporary approaches to the development of the institutional environment for the innovative
advancement of the agricultural sector and identifies the European Union’s Common Agricultural Policy
as a key strategic instrument for managing the digital transformation of agriculture. The study reveals the
distinctive features of the Agricultural Knowledge and Innovation System, strategic planning mechanisms,
financial support instruments, the digitalization of public administration processes, agricultural advisory
services, and cross-sectoral cooperation among public authorities, research institutions, higher education
institutions, businesses, and agricultural producers. It is established that the effectiveness of the
European model is ensured through the integrated application of regulatory, organizational, financialeconomic, information and communication, and digital mechanisms aimed at supporting innovation,
facilitating knowledge transfer, developing digital infrastructure, and introducing advanced technologies
into agricultural management. The findings demonstrate that the core components of this mechanism
include diversified financing of innovation projects, support for small and medium-sized agricultural
producers, and the adoption of precision agriculture technologies, artificial intelligence, the Internet of
Things, satellite monitoring, and big data analytics. The study substantiates that the contemporary model
of public administration in the agricultural sector of the European Union is based on the principles of open
governance, partnership, innovation, and digital transformation. It concludes that adapting the European
experience will contribute to improving the mechanisms of public administration in Ukraine’s agricultural
sector, increasing the effectiveness of state support for innovation, fostering the development of a digital
agricultural ecosystem, strengthening the sector’s competitiveness, and accelerating Ukraine’s European
integration.
