IMPROVEMENT OF ORGANIZATIONAL AND MANAGEMENT TOOLS TO ENSURING ACCESSIBILITY OF SERVICES FOR DEFENDERS OF UKRAINE AND VULNERABLE POPULATION

Abstract

The article examines organizational and managerial tools aimed at ensuring unhindered,
physical and territorial access to local services at the level of territorial communities. The key challenges
of 2026 are outlined, related to the rapid growth in the number of citizens who require special attention
and comprehensive support from the authorities, in particular, defenders of Ukraine, their families,
internally displaced persons and people with physical or psychological disabilities.
The need for a radical transformation of the activities of local government bodies on the principles
of law enforcement doctrine and human-centricity is substantiated, where outdated bureaucratic
procedures are replaced by a culture of hospitality and targeted assistance. Based on the analysis of
modern scientific sources and current legislation, the essence of a comprehensive approach to building a
barrier-free environment within communities is highlighted.
The role of spatial sprawl in overcoming inequality between residents of large cities and small
remote settlements through the expansion of the network of remote workplaces and the launch of mobile
service points is determined. Particular attention is paid to the organizational aspects of simplifying
existing interaction procedures, introducing the institute of veteran assistants, as well as combining the
physical arrangement of premises with the availability of information materials for vulnerable segments of
the population.
It is proven that the combination of territorial proximity, barrier-free space and public involvement in
assessing the effectiveness of officials’ work allows creating a holistic system of ubiquity of services. The
formulated recommendations are aimed at practical improvement of local support programs and creation
of appropriate conditions for long-term life cohesion of the population within a single safe space. As a
result of the study, effective management solutions were proposed to strengthen the financial capacity of
communities, optimize staffing in rural areas and establish ties between state institutions and local
governments.
