ORGANIZATIONAL TRANSFORMATIONS IN PUBLIC MANAGEMENT OF COMMUNITY SPORTS INFRASTRUCTURE DEVELOPMENT ACCORDING TO EUROPEAN STANDARDS

Abstract

The article substantiates the objective need for comprehensive organizational
transformations in the management of sports infrastructure development at the level of territorial
communities of Ukraine. A study of the current state of municipal management reveals deep procedural
dysfunctions, lack of interdepartmental coordination and dispersion of financial resources, which
significantly reduces the overall institutional capacity of local governments. These problems require
urgent solutions by transitioning from outdated functional models to modern process-oriented
management, which fully meets European standards for the provision of public services and the
challenges of post-war reconstruction. It is proven that the leading mechanism for modernization of the
infrastructure network is the integration of digital platform solutions, in particular the DREAM ecosystem,
and the systematic implementation of effective models of public and private partnership.
The interaction of government and business is considered not simply as a substitute for budget
financing, but as an effective tool for combining investment, managerial competence and social
responsibility. A sports facility within such a partnership is assessed as a multifunctional socio-economic
asset, the life cycle of which requires optimal risk distribution between all participants in the process in
order to achieve maximum social utility. The practical significance of the results obtained lies in the
development of an author’s balanced system of key performance indicators for assessing municipal
processes. The proposed system organically combines the criteria of economic capacity, parameters of
organizational discipline and indicators of social accessibility of services for veterans, persons with
disabilities and other privileged categories.
The implementation of these organizational transformations will allow territorial communities to
optimize the use of resources, overcome institutional instability and form a sports infrastructure capable of
ensuring the physical and psychological rehabilitation of the population. It has been established that local
governments face the lack of clear methodological tools for reengineering management procedures, a
shortage of personnel at the local level and a lack of adaptive financial models of interaction with the
private sector. Thus, there is an objective need to develop a holistic organizational and management
mechanism that would optimize inter-functional coordination through digitalization tools, implement
effective partnership models, and ensure high institutional capacity of communities in the process of
modernizing sports infrastructure according to best European practices.
