MECHANISMS FOR IMPLEMENTING EUROPEAN EXPERIENCE IN PUBLIC ADMINISTRATION OF PROFESSIONAL ADAPTATION AND EMPLOYMENT OF WAR VETERANS

Abstract

The article provides a theoretical and methodological analysis and substantiates the
organizational and managerial tools for adapting successful European practices of professional
rehabilitation and employment of combatants into domestic legislation. The relevance of the study is due
to the need to overcome the managerial limitations of the current mechanisms of veteran policy in Ukraine
under the legal regime of martial law and post-war reconstruction. The author emphasizes that the
modernization of the state system of employment of combatants is a basic factor in preserving national
human capital and stabilizing the labor market.
From the perspective of public administration, the need to transition from passive regulation of
unemployment to active stimulation of self-employment and increasing the competitiveness of veterans is
proven. Special attention within the framework of the study is paid to studying the specifics of financing
and administration of programs for changing the qualifications of demobilized persons in the countries of
the European Union. Effective fiscal and grant instruments of cohesion policy are considered, which are
aimed at forming sustainable partnership networks between government bodies, business structures and
civil society institutions.
The role and effectiveness of European institutional models of providing subsidies to employers
who create specialized jobs for war veterans and provide their long-term mentoring support are
determined. Based on a comparative analysis, legal and institutional disjunctions in the domestic
executive system were identified, which hinder the effective transfer of advanced management
technologies into the practice of Ukrainian state-building. The practical significance of the results obtained
lies in the development of conceptual foundations and modernization of the activities of state employment
centers in accordance with European standards of good governance.
Specific mechanisms for transforming these structures from purely bureaucratic bodies into flexible
service institutions for individual career support of veterans are proposed. The need for regulatory
consolidation of a three-level system of balanced indicators for monitoring the social and non-commercial
effectiveness of professional reintegration programs at the level of territorial communities is substantiated.
The formulated conclusions and recommendations can be directly used by public authorities during the
reform of legislation in the field of social protection and adaptation of defenders of Ukraine.
