A CONCEPTUAL APPROACH TO THE REFORM OF THE PUBLIC TRANSPORT SYSTEM USING THE CITY’S BICYCLE INFRASTRUCTURE

Abstract

The article noted that in the conditions of full-scale armed aggression of the Russian
Federation against Ukraine, the importance of modern bicycle infrastructure has increased significantly,
since the destruction of transport infrastructure, interruptions in the functioning of public transport and the
need to ensure the continuous mobility of the population have actualized the search for alternative
models of organizing transport connections.
The purpose of the article is to analyze the current state of development of active mobility in the
community, the availability of bicycle infrastructure, and justify the reform of the public transport system
using the bicycle infrastructure of the city. A high level of consistency of the Concept of Bicycle
Infrastructure Development of the Irpin Urban Territorial Community (hereinafter referred to as the
Concept) has been established with the current strategic documents of the state, regional and local
levels, which ensures the institutional integrity of the transport policy and minimizes the risks of
fragmentation of management decisions. The concept forms the prerequisites for the development of a
continuous bicycle network with functional differentiation of routes and integration of navigational
elements into the urban space.
It is substantiated that the development of bicycle infrastructure is a factor in increasing road
safety, reducing the traffic load, and improving the ecological condition of the territory. It has been proven
that the implementation of the Concept has a positive socio-economic effect, which is manifested in the
development of small and medium-sized businesses, the expansion of the availability of city
infrastructure, the formation of the market for related services (rental, service, logistics), as well as in the
increase of tourist attractiveness and competitiveness of the Irpin urban territorial community.
It is noted that the current conditions of functioning of territorial communities make it necessary to
review approaches to the development of bicycle infrastructure as an object of state transport policy. Its
development should be considered not only as a tool for ensuring sustainable urban mobility, but also as
a component of the mechanism for increasing transport safety, crisis resilience and institutional capacity
of territorial communities. This approach corresponds to modern principles of public management,
focused on the formation of a safe, inclusive and people-centered urban environment.
