Abstract

The article examines contemporary approaches to motivating personnel in municipal
enterprises under the conditions of digitalization, martial law, and crisis challenges. The features of
applying material, non-material, socio-psychological, and prosocial mechanisms for employee motivation
are analyzed, along with the practical experience of Ukraine and foreign countries regarding their
implementation. Significant attention is devoted to the role of motivation in improving labor productivity,
ensuring the resilience of critical infrastructure, and enhancing the efficiency of municipal enterprises.
It is demonstrated that the most effective are comprehensive motivation models that combine
financial incentives, professional development, training, employee support, recognition of work results, the
creation of a positive psychological climate, and the development of corporate culture. It is identified that
for employees in the production and energy sectors, a combination of material motivation with prosocial
and moral-value factors acquires particular importance, including a sense of responsibility, professional
duty, work for the well-being of the country, and the social significance of labor. It is substantiated that in
crisis situations and during damage to energy infrastructure, prosocial motivation and team support
ensure a high level of employee dedication and the productivity required in times of crisis.
The article proposes the implementation of human-centered and innovative personnel
management models at municipal enterprises in Ukraine, utilizing international experience, creative
management, transparent performance evaluation systems, the development of professional resilience
among personnel, and a combination of material and non-material incentives. It is established that
adapting international motivation practices will contribute to increasing the efficiency of municipal
enterprises, employee productivity, and enterprise resilience under crisis conditions when operating at the
limits of physical capacity.
