EFFECTIVENESS OF THE IMPLEMENTATION OF INNOVATIVE EDUCATIONAL TECHNOLOGIES IN TRAINING PERSONNEL FOR THE SECURITY AND DEFENSE SECTOR: A PUBLIC ADMINISTRATION PERSPECTIVE

The article examines the theoretical, methodological, and applied foundations for
ensuring the effectiveness of implementing innovative educational technologies in the training of
personnel for the security and defense sector from a public administration perspective. It substantiates
that, in the context of societal digitalization and the growing scale of hybrid threats, the modernization of
professional training systems is of particular importance through the integration of advanced educational
technologies, including distance learning, simulation systems, virtual and augmented reality technologies,
adaptive learning platforms, and learning analytics tools. It is determined that the effectiveness of
implementing such technologies depends not only on the level of material and technical support, but also
on the quality of the institutional environment, the coherence of strategic documents in the fields of
education, defense, and digital transformation, as well as the state’s capacity to ensure comprehensive
human capital management.
The study analyzes contemporary scientific approaches to assessing the effectiveness of
innovative educational technologies and identifies their fragmented nature, which necessitates the
development of a comprehensive system of indicators within the framework of public administration. A
multi-level evaluation system is proposed, encompassing infrastructural, organizational-institutional,
pedagogical, personnel-related, procedural, performance-based, and economic indicators. The
expediency of combining quantitative and qualitative assessment methods is substantiated, along with
the use of modern learning analytics tools to ensure the objectivity and timeliness of managerial decisionmaking.
Particular attention is paid to the development of an integrated monitoring system that consolidates
diverse data sources, ensures regular assessment of progress toward strategic goals, and takes into
account the dynamic nature of the security environment. It is demonstrated that an effective monitoring
system must be aligned with national strategies for education and defense development, enable
comparative analysis based on international indicators and benchmarks, and contribute to enhancing the
transparency and accountability of public policy.
It is concluded that the implementation of innovative educational technologies serves as an
important instrument for realizing state policy aimed at strengthening defense capacity by improving the
quality of professional training, reducing the time required for personnel adaptation to operational tasks,
and increasing their level of operational readiness. At the same time, it is established that the lack of a
systematic approach to evaluating the effectiveness of such technologies within the public administration
framework limits their full potential.
