MECHANISMS OF PUBLIC ADMINISTRATION OF DIGITALIZATION PROCESSES IN THE HEALTHCARE SECTOR

Abstract

The paper is devoted to the development of mechanisms of public administration of
digitalization processes in the healthcare sector. In particular, the essence and specifics of mechanisms
of public administration of digitalization processes in the healthcare sector are clarified; the general
structure of the mechanism of public administration of digitalization processes in the healthcare sector is
investigated; the prospective effectiveness of the development of mechanisms of public administration of
digitalization processes in the healthcare sector is determined.
It is noted that state intervention in the functioning of the healthcare sector at the level of
digitalization includes the following areas: improving of regulation of the activities of healthcare service
producers, creating of a favorable investment policy and its information support, improving of the system
of government orders, providing of guarantees and subsidies, providing tax benefits, training of qualified
medical personnel, regulating of prices and tariffs for industry services, promoting of formation of market
institutions, indicative planning and forecasting and providing healthcare service producers with a certain
level of economic independence.
It is noted that authorities, when implementing state regulation of the healthcare sector, rely on
such principles as legality, transparency, systematicity, optimality, predictability, priority, efficiency and
social responsibility. By adhering to these principles, it is possible to achieve an increase in the
effectiveness and efficiency of the mechanism of mechanisms of public administration of digitalization
processes in the healthcare sector in the context of reform.
It is emphasized that the effective combination mechanisms of public administration with
digitalization processes in the healthcare sector allows the medical industry to adapt to modern
challenges and increase trust of population to the healthcare system and to ensure the sustainable
functioning of medical institutions.
It is noted that the promising effectiveness of mechanisms of public administration of digitalization
processes in the healthcare sector lies in the transition from basic automation to a proactive, customeroriented model. This ensures a reduction in bureaucracy, transparency in resource allocation, and the
creation of a single digital space that directly affects the quality of life and health of citizens.
