DIGITALIZATION OF AGRICULTURAL SERVICES AS A FACTOR IN THE DEVELOPMENT OF THE AGRICULTURAL SECTOR OF UKRAINE

Abstract

The article examines the digitalization of agricultural services as a strategic factor in the development of Ukraine’s agricultural sector under conditions of global economic transformation, rapid expansion of information and communication technologies, and the strengthening of European integration processes. It is substantiated that the current stage of agricultural economic development is characterized by a transition from traditional models of production organization and service provision to digital ecosystems based on the use of big data, geoinformation systems, unmanned technologies, sensor networks, artificial intelligence, platform-based solutions, and e-governance instruments. It is determined that the digitalization of agricultural services involves not only the modernization of production processes, but also the transformation of management approaches, service delivery mechanisms for agricultural producers, institutional instruments of state regulation, and models of market interaction. The paper systematizes the main theoretical approaches to understanding digital transformation and its role in the agricultural sector. The concept of “Agriculture 4.0” is revealed as a sectoral manifestation of the Industry 4.0 paradigm, based on the integration of digital technologies into a unified system of agricultural production and service management. The key directions of digitalization of agricultural services in Ukraine are identified, including precision farming technologies, the development of digital platforms and service ecosystems, digital governance and electronic services, as well as the digitalization of livestock production. It is proven that the implementation of these instruments contributes to higher productivity, more efficient use of resources, lower transaction costs, greater market transparency, and broader access of agricultural producers to state support mechanisms and external markets.

Special attention is paid to the functional role of the State Agrarian Register as an institutional foundation of the digital transformation of the agricultural sector. It is argued that its development ensures the digital identification of agribusiness entities, verification of data, improvement of the targeting of state support, and the creation of a basis for the further expansion of electronic services in agricultural policy. At the same time, it has been established that the digitalization of agricultural services in Ukraine is constrained by a number of interrelated barriers, including technical and infrastructural, financial and economic, personnel and competency-related, regulatory and legal, as well as organizational and managerial barriers. It is concluded that overcoming these limitations requires a comprehensive state strategy focused on the development of digital infrastructure, stimulation of investment, enhancement of digital literacy, and improvement of the regulatory and legal framework. The author’s vision of a digital ecosystem model for agricultural services is proposed. It is substantiated that the digitalization of agricultural services is not a situational technological trend, but a long-term mechanism for enhancing the competitiveness of Ukraine’s agricultural sector and its integration into global digital agri-food value chains.
