KEY ISSUES IN THE DEVELOPMENT OF INTERNATIONAL RELATIONS IN THE SPHERE OF PEACE AND SECURITY: A PUBLIC ADMINISTRATION ASPECT

This article provides a systemic analysis of the primary issues underlying the development of international relations in the sphere of peace and security, with a specific focus on the public administration dimension. It is noted that the evolution of international relations in this field is occurring amidst a profound systemic transformation of the global order. The central challenge remains the fragmentation of the international security system, driven by intensifying geopolitical competition, a decline in interstate trust, and the dominance of narrow national interests over the principles of collective responsibility. This significantly complicates achieving consensus in conflict resolution and diminishes the efficacy of traditional diplomatic and multilateral mechanisms.
Furthermore, the nature of threats to peace and security has shifted beyond classical interstate military confrontation. Hybrid, cyber, and information threats, alongside the deployment of emerging technologies – including Artificial Intelligence – shape new vectors of instability and challenge the capacity of existing international legal norms to respond adequately. The absence of universally recognized rules and control mechanisms in these domains creates additional risks of conflict escalation and undermines the foundations of international security.
The institutional crisis of the global security architecture remains a significant hurdle. International organizations, most notably the United Nations, frequently demonstrate a limited capacity to respond promptly and effectively to emerging threats. This has stimulated academic and political discourse regarding the necessity of reform, the updating of mandates, and the strengthening of multilateral cooperation formats. In this context, initiatives aimed at modernizing global governance, such as the «Pact for the Future», gain importance as they reflect a commitment to adapting the collective security system to 21st-century realities.
The issues hindering the development of international relations in peace and security are complex and interconnected, spanning geopolitical, technological, and institutional dimensions. Overcoming these challenges requires not only the updating of international legal norms and the restructuring of global security institutions but also the cultivation of a new culture of international interaction based on multilateralism, accountability, and a unified response to global challenges.
