COMPREHENSIVE MECHANISM OF PUBLIC REGULATION OF REGIONAL DEVELOPMENT: CLASSIFICATION FROM THE POSITION OF INNOVATION

The theoretical and methodological justification of the need for categorical differentiation of mechanisms of public regulation of regional development in the context of modern transformations driven by innovation, digitalization, decentralization, and European integration has been carried out. It has been proven that vagueness in the interpretation of basic concepts and mechanisms of public regulation negatively affects the quality of management decisions, complicates the formation of a consistent regional policy, and reduces the effectiveness of implementing innovative strategies for regional development. A conceptual grouping and characterization of a complex mechanism of public regulation of regional development, taking into account different levels of its functioning and the direction of managerial influence, has been proposed.
It is argued that the complex mechanism includes, firstly, mechanisms of innovation of public regulation of regional development, and secondly, innovative mechanisms of public regulation, which, despite the direct relationship, are not identical in their content and functional purpose. It is established that the first group of mechanisms is systemic in nature and is focused on the transformation of the institutional and managerial architecture of public regulation, the formation of new models, forms, and approaches to regional development management. In contrast, the second group of mechanisms is focused on the procedural dimension of public regulation and is aimed at improving management procedures, tools, and practices of regional policy implementation. Accordingly, innovation within the first group is manifested at the institutional level, while within the second, at the procedural and instrumental level.
The expediency of distinguishing the third group – mechanisms of public regulation of ensuring innovative development of regions, which perform an integrating function in the public administration system, is substantiated. It is recognized that these mechanisms combine managerial innovations with actual socio-economic results of regional development, ensuring the transformation of innovative managerial decisions into long-term sustainable effects.
