ANALYSIS OF THE CONCEPTUAL AND CATEGORICAL APPARATUS OF THE STUDY OF PUBLIC MANAGEMENT MECHANISMS IN THE FIELD OF SOCIAL PROTECTION OF WAR VETERANS

The article analyzes scientific approaches to the conceptual and categorical apparatus of the study of public management mechanisms in the field of social protection of war veterans. Based on the analysis, it is noted that the concept of «public management mechanisms» in the context of social protection of war veterans is defined as a set of organizational, legal, financial and procedural instruments through which the state implements a policy of supporting veterans. These mechanisms are an intermediary between regulatory and legal acts that enshrine the rights of veterans and practical results for citizens, such as social payments, benefits, medical and psychological assistance, social services and reintegration programs. The scientific literature emphasizes the multi-component nature of the mechanisms, which includes: an institutional component (state bodies, local governments, veterans' public organizations), a regulatory component (laws, by-laws, service provision regulations), an organizational and managerial component (planning, coordination, control and monitoring), a financial and resource component (budget funds, transfers, grants). Studies show that the effectiveness of these mechanisms is determined by the interaction of central and regional authorities, veterans' public organizations and non-state social service providers, the transparency of procedures, clarity of powers and the presence of a monitoring and evaluation system. Scientists emphasize that an integrated approach that combines legal, social, economic and psychological support is key to implementing an effective policy of social protection for war veterans. The category of «social protection» in this context acts as a target function of state administration, and not just as a social program or package of benefits. It provides for the implementation of veterans' rights, ensuring their social stability, supporting material and psychological well-being and integration into society.
Public administration mechanisms in the field of social protection of war veterans should be considered as a set of organizational, legal, financial and procedural instruments with the help of which the state implements a policy of supporting this category of citizens. They ensure the transformation of strategic goals of social policy into specific management actions aimed at protecting the rights of veterans, their social security and integration into society.
