PUBLIC REGULATION OF REGIONAL DEVELOPMENT IN UKRAINE: FROM INFORMATIZATION TO DIGITIZATION

A comprehensive analysis of the evolution of public regulation of the development of regions of Ukraine through the prism of the transition from informatization to digitalization has been conducted. It is substantiated that the modern paradigm of public administration at the regional level is based on multilevelness, network interaction, partnership and the use of innovative digital tools that transform the region into an open, adaptive socio-economic system. The key stages of the development of e-government in Ukraine have been systematized - from the creation of information resources and interactive websites to the formation of integrated digital portals and a single digital system of public administration. It has been found that these processes have a regulatory and legal basis and reflect the gradual and logical transition of state policy from informatization to full-scale digital transformation.
Particular attention is paid to the analysis of legal documents that have determined the digital vector of the development of public administration and regional policy, in particular the Law of Ukraine "On the National Program of Informatization", concepts for the development of the information society, digital economy and the digital agenda of Ukraine.
The role of European integration processes and harmonization of legislation with EU norms in the formation of a modern model of digital governance is emphasized. The institutional principles of implementing digital transformation in the context of Ukraine's implementation of its integration aspirations are revealed.
In addition, the activities of key public administration bodies and tools for assessing the digital development of regions in Ukraine are characterized. It is established that the Ministry of Digital Affairs plays a decisive role, which also introduced the digital transformation index of regions and communities. At the same time, the main challenges of digital transformation are outlined, in particular, personnel, infrastructure, financial and security, overcoming which is a prerequisite for increasing the efficiency of public regulation and sustainable development of the regions of Ukraine.
