INTEGRATED PUBLIC MANAGEMENT STRATEGIES FOR REGIONAL SOCIO-ECONOMIC DEVELOPMENT IN THE CONTEXT OF UKRAINE'S RECOVERY

Abstract

This article explores the essence of integrated public management strategies for regional socio-economic development in the context of Ukraine's recovery as a coordinated, systemic approach to planning, implementing, and coordinating public policy that integrates the goals, resources, and actions of various levels of government (national, regional, local), economic sectors, and stakeholders to ensure sustainable regional development within the context of a national strategy. Key characteristics of integrated public management strategies for regional socio-economic development are identified: inter-level coordination, multisectorality, partnership approach, results-oriented approach, flexibility, and adaptability. An integrated approach is defined as a way to take into account various conditions, characteristics of management objects, and contexts when making decisions in the field of public administration. It is implemented through a combination of key components: regional problems, integration goals and objectives, integration hypotheses and methods, systematicity and logic of integration, justification of conclusions, verifiability, repeatability, repeatability, and repeatability. The application of an integrated approach to the competencies of regional state administrations (RSA) and local self-government bodies (LSBs) in the process of Ukraine's recovery is substantiated. This approach presupposes a clear delineation of areas of responsibility for recovery planning, financing and technical implementation of projects, information interaction, and international and donor support. A recently developed and implemented mechanism of a geographic information system for regional development is analyzed. It allows for the visualization of socio-economic indicators, security status, investment needs, and priorities at all levels. A generalization is made, according to which the geographic information system provides government agencies with up-to-date data necessary for the preparation and adoption of effective management decisions on the recovery and development of territorial communities and regions. Thus, the socioeconomic situation at the local level is being rapidly monitored, common problems are identified, and the effectiveness of public funds within local and regional recovery plans is being assessed. The effectiveness of the application and development of tools for coordinating the implementation of the state regional development strategy and strategic documents of individual regions of Ukraine is assessed.
