COMMUNITY DEVELOPMENT IN THE CONDITIONS OF OVERCOMING THE CONSEQUENCES OF ARMED AGGRESSION OF THE RUSSIAN FEDERATION: MANAGEMENT ASPECT

The article substantiates effective management approaches to ensuring the development of communities in Ukraine in the context of overcoming the consequences of the armed aggression of the Russian Federation. It is noted that the ability of communities to provide basic services and organize reconstruction processes determines the quality of life of people and the stability of territories. The authors emphasize the need to update approaches to managing community development, strengthen their institutional capacity, improve mechanisms for interaction between authorities and citizens, international partners and organizations involved in the reconstruction processes. It was found that as a result of military actions, the economic dimension of the functioning of communities is characterized by a significant decrease in financial capacity, limited investment opportunities and the need to redistribute available resources in favor of the most vulnerable sectors.
The analysis determined that effective community development is ensured by using a number of management approaches. These include: anti-crisis and adaptive management, which allows for a prompt response to threats; a project-oriented model of restoration organization, which structures reconstruction processes; partnership mechanisms of interaction, important for attracting external resources and expert support; communication practices that increase the openness of the authorities and the involvement of the population; orientation towards the needs of residents, in particular vulnerable groups and IDPs; situational management that takes into account the specifics of war and post-war reality; risk management aimed at preventing secondary crises; strengthening the institutional capacity of local self-government, including the development of human resources and digital capabilities. The recommendations formulated in the article enable local authorities to make more systematic and purposeful management decisions aimed at strengthening the resilience of communities and overcoming the consequences of war.
