DEVELOPMENT OF INSTITUTIONAL CAPACITY OF STATE AUTHORITY BODIES IN UKRAINE IN RELATION TO THE IMPLEMENTATION OF EUROPEAN INTEGRATION POLICY

The article reviews the priority areas of implementation of the state policy of European integration, pays attention to the activities of higher public authorities regarding Ukraine's accession to the EU, outlines the main factors that can contribute to strengthening the institutional capacity and human resources potential of state authorities responsible for fulfilling Ukraine's obligations in the field of European integration. It is emphasized that in order to develop the capacity of the public administration system to ensure the implementation of the European integration policy, it is necessary to form a new generation of public servants who will not only ensure the effectiveness of internal state European integration work, but also be able to adequately represent Ukraine in negotiations, in EU institutions, and together with experts from EU member states, shape future EU policies. Key elements of strengthening the institutional capacity of state bodies in the field of European integration have been identified: the formation of requirements for the professional competence of specialists involved in negotiations and policy development on EU accession, as well as systematic training of officials responsible for fulfilling Ukraine's obligations. Challenges are identified and practical recommendations are proposed for strengthening the institutional and personnel capacity of state authorities in fulfilling obligations in the field of European integration, including in bringing Ukrainian legislation into line with EU law, preparing for the negotiation process, in particular by launching new MTD projects, as well as developing cooperation with similar institutions in EU countries and candidate countries for EU membership. The need to develop programs and organize training for civil servants in the following areas is substantiated: EU sectoral legislation; knowledge of EU standards in the relevant policy area and measures for adapting legislation; theory and practice of the negotiation process; development of analytical documents (positions, reports, analytical notes); the process of approximation of Ukrainian legislation to EU law.
