PRINCIPLES OF IMPLEMENTATION OF PUBLIC ADMINISTRATION IN THE SPHERE OF SOCIAL PROTECTION OF PARTICIPANTS IN COMBAT OPERATIONS IN UKRAINE

The article reveals the principles of public administration in the field of social protection of combatants in Ukraine. To this end, the prerequisites in the field of social protection of combatants have been studied, in particular: granting the status of a combatant, the legal principles of its definition, the activities of public institutions in implementing the status of a combatant, in particular in ensuring their rights and guarantees; the implementation of state administration, local government and public administration; a system of measures to protect against social risks, organizational and legal forms of social protection, social security, social integration, social adaptation, social risks. The public-administrative influence on the processes of forming and implementing the status of a combatant through the implementation of state administration, in particular in the field of social protection through bodies of general and special competence, has been revealed. The expediency of applying a program approach to the social protection of combatants has been updated. A number of principles of public administration in the field of social protection of combatants in Ukraine have been analyzed, including the basic principle on which modern veteran policy is built - the civic principle. Other principles - permanence, legality, cooperation, equality, objectivity, subsidiarity - are justified in accordance with the current state of public administration in the field of social protection of combatants in Ukraine and with the aim of their application for effective management. The reasons for which the relevance of considering the principles of public administration in the field of social protection of combatants in Ukraine has become apparent are identified: the lack of a comprehensive and effective veterans' policy; a difficult and incomprehensible bureaucratic system for processing benefits and assistance; a lack of sufficient resources; duplication of functions of public authorities, etc.
