PECULIARITIES OF INTERNATIONAL REQUIREMENTS FOR THE NATIONAL STANDARDIZATION SYSTEM OF UKRAINE

Abstract

The article substantiates the peculiarities of international requirements for the national standardization system of Ukraine. The author analyzes the main requirements for the national standardization system of Ukraine from the International Organization for Standardization, the International Electrotechnical Commission, the International Organization for Legal Metrology, as well as the European Committee for Standardization, the European Committee for Electrotechnical Standardization. It is noted that the documents of the World Trade Organization are also of decisive importance for the formation of these requirements, in particular the Agreement on Technical Barriers to Trade and Regulation (EU) No. 1025/2012 on European Standardization. International requirements for the national standardization system, formulated by leading organizations – such as ISO, IEC, OIML, CEN, and CENELEC – reflect a deep integration of the principles of openness, transparency, scientific and technical soundness, voluntariness, and global compatibility. National bodies are expected to ensure structural independence, the participation of all stakeholders in the standards development processes, compliance with procedural regulations, and regular review of the relevance of standards in the light of technological progress. All international organizations emphasize the need to harmonize national standards with international ones – through endorsement, translation, or adaptation - in order to eliminate technical barriers to trade and facilitate access to global markets. The principle of mutual recognition of conformity assessment results plays a special role, which requires a high level of trust in national institutions and laboratories operating in accordance with international accreditation and certification requirements. Standards should be clearly structured, available in digital formats, built according to a single logic, and include the scope, technical requirements, test methods, and assessment criteria. The requirements also cover terminological unification, digital transformation of standardization procedures, and proper communication of results. The article states that the international standardization system is based on the principles of openness to innovation, regulatory efficiency, consumer protection, and sustainable development.
