SYSTEMATIZATION OF PROBLEMS OF APPLICATION OF ARTIFICIAL INTELLIGENCE IN THE PUBLIC ADMINISTRATION SYSTEM

The article analyzes and identifies the main problems of the application of artificial intelligence in the public administration system. The author notes that one of the key problems is the lack of regulation of the use of artificial intelligence technologies. Most national legislation either does not take into account the specifics of the functioning of AI or is at the stage of developing general strategic approaches. The second important and most debatable problem associated with the introduction of artificial intelligence in the sphere of public administration is the ethical principles of its application. This issue covers not only moral and value dimensions, but also fundamental aspects of interaction between man and the state in the context of digitalization. Among the key challenges facing the introduction of AI in the sphere of public administration, technical and technological problems occupy a special place. They are complex and systemic, covering not only hardware and software issues, but also relate to the state's infrastructure capacity, the quality of digital resources, the level of personnel qualifications, as well as the compatibility of the latest solutions with existing information systems of government bodies. The economic aspect should also not be ignored. The development, procurement, implementation, and technical support of AI systems are financially costly processes. For many state institutions, especially at the local level, such modernization is excessively expensive. As a result, there is a risk of digital inequality - when only the most resource-rich public administration bodies can take advantage of the benefits of AI, while others remain technologically lagging behind. The study suggests ways to resolve these problems through regulatory, organizational, institutional, educational, and ethical aspects. It is proposed to create an independent institutional system for monitoring and auditing the functioning of AI (for example, on the basis of the Ministry of Digital Transformation of Ukraine, the creation of the National Agency for AI Development).
