Abstract

The article reveals the essence and content of social innovations based on the results of a comprehensive analysis of international research and publications by Ukrainian scientists. The complex problem of introducing and spreading social innovations as a factor in the effectiveness of implementing social projects in the context of multilevel governance is highlighted.

It is determined that social innovations are an effective means and factor in increasing the effectiveness of implementing social projects in the context of multilevel governance. At the same time, the effectiveness of implementing social projects has a clear correlation with the introduction and spread of social innovations, which is a clear indicator of how realistic social projects turned out to be from the standpoint of implementing social problems and achieving socially significant final results.

It is substantiated that an important condition for social development and the introduction of social innovations in the system of multilevel governance, especially at the local level and ultimately, the key to the formation of human capital, is a favorable social environment. It is proven that the process of implementing social innovations should take place in a favorable social environment, which has certain features and defining properties depending on the scale and levels of implementation.

For the first time in scientific practice, a methodological approach to determining the formation of a favorable social environment for the purposes of multi-level governance has been proposed, using an integrated assessment of the degree (level) of formation of a favorable social environment, which is focused on the appropriate definition according to differentiated features (characteristics) of the social environment, which indicate the degree (level) of its formation.
