PUBLIC ADMINISTRATION IN THE SPHERE OF SOCIAL AND MEDICAL SECURITY OF US WAR VETERANS: EXPERIENCE FOR UKRAINE

The article reveals the features of the implementation of public US in the field of social and medical care for war veterans. The article also gives reasons for taking into account the experience of the US for possible adaptation to the sphere of public administration of Ukraine. The author analyzed the competence and structure of the US Department of Veterans Affairs, the features of public administration at the regional level. The article reveals the American system of pension provision for military personnel. The positive experience of the US in taking into account such a criterion as gender, according to which men have higher rates of overweight, as well as heart disease, stroke, skin cancer and diabetes, as well as lower rates of other types of cancer, COPD, arthritis, mental health problems and kidney diseases. The positive experience of the US in involving private medicine in the sphere of medical and social care for war veterans is determined. The results of the study indicate that, taken together, the above risks and development prospects may encourage the US Department of Veterans Affairs to develop more effective measures in the field of health care aimed at improving the general health of veterans. Taking into account the materials provided and the analysis carried out, it can be concluded that the US experience is useful for Ukraine in the following areas: selection of criteria for assessing the state of social protection of war veterans; effective structure of public administration, in particular at the level of the Ministry of Veterans Affairs, regarding the subjects of veteran policy implementation and their competencies; consideration of criteria of mental and medical condition of veterans, number of involvement in hostilities, geographical factor, health status, etc. in planning veteran policy; development of the system of social protection of veterans in accordance with the existing general social system with effective distribution of available resources; increasing the efficiency of public administration in the field of veteran policy with increasing hostilities and reducing trained personnel; effective system of returning war veterans to civilian life, starting from the first day of service.
