Abstract

The article systematizes modern challenges to Ukraine's national security in the face of digital transformation, in particular: cyber threats from aggressor states; information and psychological operations; insufficient cybersecurity of critical infrastructure; threat to digital sovereignty; insufficient legal and institutional framework; low digital literacy and security culture; challenges to national identity; problems of digital inequality and marginalization; corruption risks in the field of digital transformations; critical dependence on foreign technologies; digital challenges for defense and security; imperfection of mechanisms for international digital interaction; problem of personnel shortage in the field of cyber defense.

The author substantiates the development and implementation of a holistic digital strategy, which should become a system-forming instrument of state policy in the field of national security. Such a strategy should not only outline the general directions of the country's digital transformation, but also be deeply integrated into all critical areas of state functioning – security, economy, education, healthcare, defense and foreign policy. In this context, the digital strategy should be considered not as a separate document or a set of technological initiatives, but as an integrated framework of public administration, combining institutional, legal, technological, personnel and international components. An important aspect of modern public administration in the context of digital transformations is the development of digital diplomacy as a tool of foreign policy activity, which allows Ukraine to strengthen its positions in the international arena, build systemic interaction with European and transatlantic partners, as well as form common approaches to regulating behavior in cyberspace. It is important that the state not only protects against digital attacks, but also forms a capable, flexible and innovative digital environment that will serve as a platform for long-term development. Strategic management in the face of digital challenges should become the engine of modernization of the entire public administration system, ensuring its adaptability to new technological, geopolitical and social realities.
