THE ESSENCE AND FEATURES OF THE APPLICATION OF A RISK-ORIENTED APPROACH IN THE STRATEGIC MANAGEMENT OF THE TRANSPORT AND LOGISTICS SECTOR OF UKRAINE

The article analyzes the essence and features of the application of a risk-oriented approach in the strategic management of the transport and logistics sector of Ukraine. The risk-oriented approach in the strategic management of the transport and logistics sector of Ukraine is a set of principles, tools and practices aimed at identifying, assessing, prioritizing, minimizing and controlling potential threats that may affect the functioning of the logistics system at the state, regional or industry level. The author analyzed risk-oriented management in the field of strategic planning of transport and logistics in world practice. In the countries of the European Union, the USA, Israel, and Japan, modern tools and approaches aimed at systemic and proactive risk management are widely used. Among them, the key ones are quantitative and qualitative risk assessment models, stress-testing methods of logistics supply chains, scenario-based planning, development of adaptive response strategies and formation of early warning systems for threats.
The study identifies ways to improve the risk-oriented approach in strategic management of the transport and logistics sector of Ukraine, in particular: institutionalization of risk management in state policy; creation of a single center for risk analysis and management; introduction of digital risk management technologies; development of human resources potential in the field of transport security; integration of the private sector into the risk management system; formation of a logistics sustainability strategy; creation of a continuous risk monitoring system; stimulation of innovations in the field of logistics security; institutionalization of feedback and regular performance assessment.
