Abstract

The article presents a comprehensive study of the theoretical foundations, methodological approaches and applied mechanisms for the formation of human resources for the implementation of innovative policies in the field of social entrepreneurship in the context of a transformational crisis caused by war, demographic aging and disruption of the structure of the national labor market. Taking into account the interdisciplinary approach, the role of social entrepreneurship as a system-forming factor of social cohesion is analyzed, and human resources are considered as a key resource for the implementation of innovative, ethically based and socially significant solutions at the local and national levels. The study substantiates the need to rethink traditional human resources policy in the context of human-centered approaches, in particular through the application of the Human-Centered Design (HCD) methodology, which allows for the formation of such key competencies as empathy, creativity, critical thinking and the ability to cooperate. The negative impact of martial law, migration processes, depopulation, psychological traumatization and digital inequality on the human resource capacity of social entrepreneurship is highlighted. Special attention is paid to regional inequality in access to quality training and gender challenges, in particular the increasing burden on women as the main agents of change in the social sphere. The structure of the article presents an analytical table summarizing the systemic consequences of modern challenges for human resource policy, and also proposes a set of effective institutional, educational and managerial mechanisms that can be integrated into state policy and strategies for the development of social entrepreneurship. The emphasis is on the need for decentralized, adaptive and inclusive models of human capital development, which involve a combination of formal and informal education, digitalization of learning processes, and strategic partnerships between state, educational and public structures.
