LEVERS OF INFLUENCE AND INCENTIVES FOR INCREASING INVESTMENT IN THE CONSTRUCTION SECTOR DURING THE POST-WAR PERIOD

The article substantiates the theoretical foundations and practical approaches to forming effective levers of influence and incentives for enhancing investment activity in Ukraine’s construction sector during the post-war period. A general upward trend in capital investment in construction in Ukraine has been identified. It was revealed that regional disparities in investment activity are largely driven by security conditions, levels of urbanization, the scale of destruction, and migration processes. Particular attention is drawn to the significant increase in capital investments in the western regions of Ukraine – specifically Lviv, Zakarpattia, Volyn, Ivano-Frankivsk, and Chernivtsi – which correlates with the influx of internally displaced persons and the development of humanitarian infrastructure. A decline in capital investment was recorded in traditionally active regions such as Kyiv, Kharkiv, and Dnipropetrovsk oblasts, due to military risks, infrastructure destruction, and the outflow of human capital. In certain central-western oblasts (Chernivtsi, Rivne, Khmelnytskyi), there is a noticeable trend toward the stabilization of the investment climate. The need for the development of special compensation mechanisms to stimulate investment in the affected regions is emphasized. The importance of integrating public-private partnership tools to ensure sustainable investment growth in the construction industry is highlighted. The significance of regional policy in shaping a favorable investment environment under conditions of post-war economic transformation is underlined. The strategic importance of developing the construction sector is defined, as it serves as a multiplier for reviving related economic sectors and ensuring social stability.
